Tuition Free Universities in Norway for International Students

Norway is an extremely popular study destination for international students because Norwegian education is very high quality. Generally, universities and state university colleges do not charge tuition fees for both native and foreign students because government finances education with taxpayers' money. However, certain programmes/courses may have fees. Private institutions normally do charge tuition fees.

According to the official Norwegian web site, www.studyinnorway.no: “Living expenses in Norway are considered to be higher than in many other countries. You should expect to have NOK 8900 - per month for subsistence.” True, living in Norway has a reputation for being expensive, but studying in Norway may not be as expensive as you think! The estimate of NOK 8900 (approx. EURO 1200) per month for subsistence refers to board and lodgings, clothing, transport, medical and dental care and other necessities. NUC warns Nigerians over Winneba, Ghana university affiliate programmes

The Executive Secretary, National Universities Commission, Prof. Julius Okojie, has warned Nigerians against undergoing degree programmes that the University of Education, Winneba, Ghana, is offering under an affiliation with Hallmark Educational Bureau Nigeria Limited.

Okoje said the affiliation was illegal and that certificates awarded to its products would not be recognised in Nigeria.
Okojie's position was contained in a Monday Memo bulletin, which the NUC produced after a three-man delegation from the Ghanaian university visited the commission.

The supervisory agency of Nigerian universities had blacklisted UEW from awarding degrees in the country.
The NUC boss informed the delegation that the UEW had been flouting the regulations on establishing affiliations with Nigerian universities.

The certificates awarded to products of the affiliation, he said, would not be recognised inNigeria.

The NUC stated that in a review of correspondences between UEW and Hallmark Educational Bureau, it was discovered that Hallmark had claimed to be in touch with the Federal Ministry of Education in Nigeria and had allegedly falsified documents to buttress its claims.

Hallmark, Okojie added, had also sent correspondences to the NUC with alleged forged letterheads of UEW, claiming to want to do legitimate business in Nigeria.

Okojie informed his Ghanaian guests that NUC, as a regulatory agency for university education in Nigeria, had a bird's eye view of the sub-sector in West Africa as a whole.

He added that the NUC was aware of the university's illegal affiliation with the 'degree mill' in Nigeria and had been on the trail of itsaffiliate institution for a while.

NUC, he noted, had the power to withdraw degrees already awarded or close down any university which contravenes laid-down regulations.

Okojie noted that Ghana had only four recognised universities; with the rest being affiliate institutions. He added that the recognition of a university in Ghana did not necessarily mean it was good enough for Nigerian students.
The NUC boss assured the visitors that the commission had no issues with the UEW, which it recognised as an approved institution. But it is, according to him, rather concerned about its affiliation with institutions in Nigeria.

He said that while the commission encouraged staff and student exchange between countries, such should be done according to established guidelines.

He informed the delegation that residency requirements for affiliation stated that for a student to earn the degree of an institution, he or she must have lived in the country where the institution was located for a minimum of four semesters in the case of undergraduate programmes and three semesters for postgraduate programmes.

This, Okojie said, was to enable the students to have an all-encompassing experience.

Okojie faulted the Ghanaian university for notseeking proper guidance from the NUC prior to signing the agreement with Hallmark Educational Bureau.

To redeem its image, Okojie advised UEW to publicly disassociate itself from the organisation and publish disclaimers to that effect, in national dailies in Ghana.

He added that the NUC would also publish information about the activities of Hallmark Educational Bureau in Nigerian dailies.

Okojie added that UEW was also required to furnish NUC with details of students who had been issued degrees of the university throughthe affiliation, as well as what degrees they had been awarded.

"Only when all this is done could the institution, under the guidance of NUC, enter into any affiliation with any Nigerian university," Okojie said.

He warned the delegates to be wary of promoters of illegal degree-awarding institutions and advised them to alert universities in Ghana as well.

The UEW's Pro-Vice-Chancellor, who led the delegation, Prof. Emmanuel Akabah, said the institution decided to visit the NUC after its affiliation was blacklisted by the Nigerian universities' supervisory agency.

"We are here to ascertain what we have done wrong with regard to UEW affiliation programmes and, if necessary, discuss measures to take to resolve the issues and restore the university's image," Akabah said..

He added that the 21-year-old university had had an understanding with Hallmark Educational Bureau since 2008.

Under the affiliation, he noted, Hallmark was licensed to award degrees of the university to its students. He revealed that the institution had provided the certificate of incorporation by the Corporate Affairs Commission.

Akabah explained that Hallmark claimed to have been operating with the NUC's approval, but it had failed to furnish UEW with evidenceof approval and the accreditation of its programmes.

He said UEW had asked Hallmark to stop awarding degrees of the university until it provided such details.

Members of the Union have been on strike for over six weeks, as they continue to protest against the non-implementation of the 2009 ASUU/FG agreement, which borderson the improved funding of universities and other issues.

"The present ASUU strike is beyond salaries and allowances for lecturers. Since the 2009 agreement, government has set up fact-finding missions to ascertain the state of Nigerian universities. Panels of inquiries for need assessment for universities have been setup and reports have been submitted, yet the authorities in the education sector seen tohave shunned implementation of the recommendations.

"The Needs Assessment Committee went round the universities in the country and whatit found was shocking,"
Mr. Uche Omeje, the Acting chairperson of ASUU in ESUT told a news conference.

"First, it found that the teachers-students ratio was 1-400 on the average instead of being 1-40. It found that the classrooms were grossly inadequate and could accommodate only about 30 percent of the number of students that needed to enter those classrooms, and while most students were standing in their lecture theatres other students write on their backs as lectures were held under trees in some of the universities."

Omeje then went on to cite cases, where someuniversity laboratories used kerosene stoves instead of Bunsen burners for experiments and other sub-standard procedures.

He said: "The committee found chemistry labswithout water; they found people doing examinations called theory of practical and not the practical. They found students living in the hostels without functional toilets and conveniences. They found heaps of human feaces in the classrooms where our future leaders are produced.

"With overcrowded classrooms, dilapidated infrastructure, ill-motivated staff and studentsand, in some cases, unqualified staff, Nigeria universities have fallen to the level of routine producers of uncultured or uneducated schoolleavers. Some of those who can afford it, especially government officials, have since resorted to taking their children to our neighboring countries Ghana, Togo, Ivory Coast, Liberia etc for their university education. This is a clear loss of faith in Nigerian university system. This is why we areon strike."

He also stressed that the FG must honour the pact it had with ASUU four years ago, saying that "it is demeaning, despicable and an expression of lack of integrity on government's part to renege on its promise."

The branch of ASUU also insisted that they won't call off the strike, until the FG acts accordingly.

ASUU calls for probe of NUC over fraud, mis-management of funds

The Academic Staff Union of Universities (ASUU) has called for the probe of the activities of the National Universities Commission (NUC) over alleged fraudulent practices on university accreditation in Nigeria.

The ASUU’s national treasurer, Dr Ademola Aremu and chairman, University of Ibadan, ASUU chapter, Dr Olusegun Ajiboye, who respectively made the call in Ibadan yesterday while speaking with newsmen also called for the review of the Act establishing the NUC and the Joint Admission and Matriculation Board (JAMB).

Aremu said that it was unbelievable that the Professor Julius Okojie-led NUC could give a clean bill of health to universities where the Needs Assessment Committee set up by the federal government found rot in terms of deficient human capital and infrastructure.

He added that the activities of NUC had been tainted by alleged frauds over accreditation.

“In NUC, there are so many frauds going on there. NUC to us in ASUU has outlived its usefulness. When government gives appointment, it knows the kind of people they take and most of the time they are people who can compromise anything. Very recently, The River State University of Technology conducted an examination under some fraudulent situations when academic staff were on strike and NUC came out to say the examinations were conducted under normal conditions.

“The fraud going in NUC over accreditation of courses in Nigerian universities must stop. If JAMB is working well, there will be no need for post JAMB and that is why we are saying the laws that established JAMB should also be reviewed”.

While maintaining the union’s stand on full implementation of the 2009 agreement, Dr Aremu stressed that government cannot call for renegotiation without implementing the 2009 agreement.

Also speaking, Ajiboye lashed out at the government for claiming that it had no money, saying that the federal government should declare the money made from other sources rather telling Nigerians about crude oil earning.

He disclosed that the Federal Inland Revenue Services realised over N5.6 trillion in 2012 while the DPR allegedly declared over N700 billion in 2013.
